As later revealed in Captain Marvel, he gave the archaic device to Fury during their initial encounter in the '90s and just before she left Earth to help the Skrulls find a new home planet. The last time fans saw the pager, it was being examined at Avengers HQ as the heroes pondered who Fury had contacted before he turned to dust. Immediately after, Captain Marvel appeared. From there, the locator was no longer displayed on screen. Most likely it remained in the Avengers compound, but with the facility destroyed during the final battle in Endgame, there is some mystery whether it was recovered from the rubble or not. Regardless, given his confirmed connection to SWORD, which will be a prominent organization in the Marvel Cinematic Universe going forward, it's safe to say that this detail will ultimately influence future installments in the saga.
